  7.     Roger Lafontant, former chief of Baby Doc Duvalier's brutal
  8. Tonton Macoutes, has added a strange new chapter to Haiti's
  9. political scene by running for President in the Dec. 16
  10. elections. He enters the race with an unusual handicap: a
  11. warrant for his arrest was issued in July for crimes he
  12. allegedly committed with the Macoutes. Haiti's attorney general
  13. is reminding citizens that anyone who shelters the strongman
  14. is subject to prosecution. With typical swagger, Lafontant
  15. opposes the presence of outside observers at the elections, and
  16. officials fear his campaign will serve as a beachhead for the
  17. return of other Duvalierists. When Lafontant appeared in public
  18. to announce his candidacy, he was protected by heavily armed
  19. soldiers. He has been touring the provinces, stumping and
  20. handing out cash to voters.
